US lawmakers are working through the weekend for the first time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to diminish as GOP senators proposed a proposal unacceptable to Democrats: eliminating the ACA, called Obamacare.
Deepening Consequences of Government Shutdown
The impact on US citizens from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
Trump's Proposal from Florida Resort
As weekend session got under way, GOP senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Endorsement
Multiple Republican senators praised the plan, which is comparable with a replacement for Obamacare put forward in 2017.
"We're going to replace this broken system with something that is truly better for the patient," one senator stated.
Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Reaction
Opposition lawmakers expressed concerned reactions to Trump's plan.
"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by voters and Congress."
Another lawmaker responded to the censure of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? In that case I applaud your support for universal healthcare."
Continuing Negotiations
The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a handful of centrist lawmakers to terminate the closure in exchange for a later vote on the Obamacare subsidies.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an proposal to restart the government and extend the subsidies for a year.
Another leading Democratic senator continued in maintaining that Republicans should agree to a one-year extension of the subsidies before negotiating the future of the subsidies.
"Inaction is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."
Political Dynamics
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the support of eight Democrats to reopen the government, and the idea of repealing and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.
Some observers indicated that the essence of such a proposal would eliminate the ACA's requirement that carriers cover patients with pre-existing conditions.
After his resort visit, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
